The academic professoriate is a determinant of successful higher education systems. Yet, recently, worsening conditions of employment, deteriorating salaries, and threats to job security have made the academic profession less attractive, especially to young scholars, in several countries. This paper investigates the salaries as well as the recruitment and retention procedures in public higher education institutions from a cross country perspective. The UK, Germany, France, and Italy are adopted as case studies to determine the attractiveness of European higher education systems. The evolution over the last decade creates an extremely variegated picture.

International student mobility (ISM) has emerged as an important field of study that various nations and organizations have been attaching great importance to. This paper studies the drivers of international student mobility, using a competing destinations model for the international student flows among 35 OECD countries in the period 2004-2018, by integrating the motivations for ISM. We find that OECD students are motivated by both career orientation and personal and cultural experience when decide to move abroad for study. Nonetheless, remarkable differences emerge when considering country subgroups (origin countries, wealthier, English-speaking top destination (namely US, the UK, Canada, and Australia), and European countries, students search for personal and cultural experience, valuing the lifestyle of the destination country. Students seeking for education quality are instead polarised in the rest of the OECD countries.

Modern societies regularly face crises that have major disruptive effects. Learning from past crises can inform better choices and policies when facing a new one. Following the 2008 global financial crisis, higher education scholars explored its effects on students' tuition fees through cuts in public funding. This article instead investigates how universities' decisions on tuition fees have been affected by other factors, beyond the decrease in public funds. As such, it explores the role of competition and reputation in affecting universities' decisions on tuition fees when facing a crisis. Using data from 59 public Italian universities in the period between 2003 and 2014, we found that universities increased tuition fee by an average of 27% per student in response to the crisis. At the same time, high competition mitigated the increase of tuition fees, except for the case of highly reputed universities, which charged even higher tuition. These findings highlight the importance of monitoring fees in times of crises, as well as the complex role of competition and reputation in containing or inflating university tuition fees.

The Gelmini reform implemented in Italy in 2010 was designed to ensure greater efficiency and effectiveness within the higher education (HE) sector. The reform was implemented in a climate of general austerity, which caused severe cuts in public funds for the university system. This paper documents the unintended consequences of the reform in terms of a dramatic reduction in the number of job positions, career speed, and remunerations for academic staff -- which we describe as the 3Ls, i.e. Less staff, Later careers, Lower salaries. While the loss of wages cumulated is approximately equal to the average mortgage value for buying a house, the cost savings of the government are negligible, especially when compared to the adverse effects generated by the austerity reform. The profound inequality in the application, at the expense of younger and qualified faculties, mostly women, may lead to a long-lasting and irreversible consequences such as a loss of qualification and competitiveness for the whole HE system, as shown by the increasing phenomenon of brain drain.

Although broadening equal access to higher education has been an objective public policy for decades, little is known about the effectiveness of alternative means for achieving this goal. Moreover, it has raised a need of explaining the heterogeneity in Higher Education attainment across European countries, where high level of graduate population can be observed both in the presence of high- and low-levels of fees. This paper surveys the extant literature providing some background on the economic concepts of higher education market, and reviews key determinants of demand and supply. A theoretical and empirical model of aggregate demand and supply of higher education is derived, with the aim to facilitate the understanding of the challenges in today's higher education systems, as well as the opportunities for development. The model is validated on some exemplary case studies describing different relationships between the level of public investment and levels of graduate population.

The steady increase of chief executives' compensation in both public and private universities has long been at the centre of public debate and has received a lot of criticism in the UK. As higher education is considered as an industry, a pay for performance relationship is expected. This paper differs by demonstrating that UK Vice Chancellors consider incentives other than remuneration in their career progression. By constructing a comprehensive dataset of UK Vice Chancellors covering academic years 2012/2013 to 2016/2017, we demonstrate that UK university chief executives, especially if young, are willing to accept lower salaries when they interpret their role as a springboard for visible high‐profile positions in the public arena. We examine the political power exerted by Italian rectors by investigating the preferential treatment received by the organisational subunits they belong to in terms of personnel resource allocation. During the rectors’ mandate, their organisational subunits tend to grow significantly more (by ∼9%) than the others. In 2022, the Conference of Italian University Rectors commissioned a study on the attractiveness of European university systems. The main concern was the lack of competitiveness in terms of academic remuneration in Italy. Four European countries were selected for a comparative analysis: France, Germany, Italy, and the United Kingdom.
